I can confirm that the full installer that downloads from the link you provided is indeed the 15. updated version (despite the notice that the web page was last? modified on Wed, 8 Dec, 2021 at 10:50), however I also noticed the security message shown below. I would expect to see some event records in Event Viewer.Take note of the time you double click on the installer, and then subsequently look at any event records starting from a short time before that. If you have a third party antivirus installed, then perhaps try disabling it.
Best guess at this stage is it could be either a permissions issue, or a security issue.

I then downloaded the full file (acdsee-photo-studio-ultimate-2022-win-圆4.exe) - (367mb) from but still not able to install. Nothing happens - not even when trying to Run as Administrator. The installer file downloaded fine, but I was not able to run the installer. ACDSee Ultimate greeted me this morning with a new update available (15., April 13, 2022) and I clicked on the Download link.
